ReVbo: Here’s your seven point agreement. I could be wrong, but by my understanding, items 2-7 deal with Article 140 and Item 1 deals with HCL. It seems, to me, 140 is done, with HCL being put to a committee. I would like to have seen HCL finalized, as well, but if it’s good enough for the Barzani’s to get their people back to Parliament and CoM, I’d say today was a pretty darn good day.  I found this from a couple weeks ago, which is very telling about the Kurds coming back to CoM and Parliament. Just more confirmation that they got what they wanted or they wouldn’t be coming back.

 Kurds will not return to Parliament and Government unless demands achieved, Kurdish Bloc

Erbil: The Kurdish Alliance presumed that the talks with the National Alliance will be resumed, but did not expect the return to the Parliament and government before “gaining the fruits of these talks”.
