Monday Morning PIF’s News Summary and Comments

GOOD MORNING EVERYONE PARLIAMENT IS MEETING THIS MORNING SO LET’S HAVE A LOOK.. 

PARLIAMENT STARTED OFF A LITTLE LATE BUT THEY’RE ALL IN NOW, TODAY IS THE VOTE ON THE STANDING COMMITTEES, AND THE BUDGET WAS ON THE AGENDA AS WELL. YESTERDAY THE SPECIAL COMMITTEE MET FOR THE BUDGET AND WE SAW THE TAMIMI SAID IT’S DONE AND WE ARE SENDING IT AND THEY WILL EITHER ACCEPT IT OR NOT. SO THAT’S THAT THE BUDGET 2014 IS DONE BEING WORKED.

THEY WERE ALSO GOING TO SEND THE 2015 BUDGET WHICH IS FINISHED TOO. THEY WANTED TO PRESENT IT EARLY SO THEY COULD GET A JUMP ON ALL THOSE UNFINISHED PROJECTS THAT HAVE BEEN DELAYED DUE TO THE UNFINISHED 2014 BUDGET.

NOW AS OF LAST NIGHT WE WATCHED ON ARABIA TV THAT THE CABINET VOTE WAS POSTPONED UNTIL TUESDAY. THE UNDERSTANDING BEING THAT THERE ARE 26 MINISTERIAL POSITIONS AND THEY ONLY HAD 2 FILLED, THEY WERE MISSING THE SECURITY MINISTER. THIS MORNING IN TRUE IRAQI STYLE THE MEDIA IS TALKING ABOUT THE VOTE AT 8PM TONIGHT. NOW MY EXPLANATION IS THIS, MAYBE WE ARE NOT SEEING IN IN PRINT YET, ONLY A FEW PAPERS HAD THE DELAY PRINTED OR THEY CHANGED THEIR MIND BACK AND ARE GOING FOR THE VOTE WITH 25 OUT OF 26 MINISTERS. IN EITHER SCENARIO WE WILL BE STAYING WITH PARLIAMENT THE WHOLE DAY AND BRINGING IT TO AS IT HAPPENS.WE ALSO WANT TO WATCH THE CBI AND SEE IF THERE IS TRUTH TO THE NEW GOVERNOR BEING SWORN IN, OR WILL TURKI MAKE HIS POSITION OFFICIAL. HE WAS ONLY IN TEMPORARILY AND HAS HIS SITES SET ON A POSITION WITH THE WORLD BANK. HE WOULD LIKE TO RETIRE FROM THE CBI AND PURSUE THAT INTEREST. 

SO OK HERE WE GO,

Parliament held its regular presence of 203 deputies

 The Council of Representatives, on Monday, the 13th, headed by its regular boss Saleem al-Jubouri and the presence of 203 deputies. 

A parliamentary source said the reporter Agency for News News (et) “The House of Representatives held at noon today, within its regular 13th legislative term of the first President of the Council, headed by Saleem al-Jubouri and the presence of 203 deputies.”

He added that “the agenda of the meeting includes a vote on the formation of the standing committees.” 

The House of Representatives decided, earlier on Monday (September 8, 2014), put on hold its half-hour, due to a lack of quorum.

Maliki appointed director of the Office of Secretary to the Cabinet

 Hamid Khalaf Ahmed received the new Secretary General of the Council of Ministers office, succeeding on the Keywords after being appointed governor of the Central Bank.

 According to a statement of the General Secretariat of the Council of Ministers received by the agency for News News (et) a copy of the “Council of the General Secretariat of the Council of Ministers welcomed at its meeting yesterday, Secretary General-designate by the Prime Minister Hamid Khalaf Ahmed, the successor to the Secretary General, who commissioned the management of the CBI Ali Ismail Keywords” .

 The statement added that “the Secretary General of the Council of Ministers Ali Mohsen Ismail gave Hamid Khalaf Ahmed, hoping to prolong his tenure of office, and said he would leave the place and is in full assurance and confidence that things are going in the same regularity and naturally, with the new secretary-general, his management experience long “.

 For his part, promised the secretary-general in charge according to the statement, “seeking to focus on training, development and teamwork, and to maintain the prestige and excellence General Secretariat of the Council of Ministers.”

 The statement pointed out that “the general managers in the General Secretariat of the Council of Ministers Bless Ali Mohsen Ismail his tenure as governor of the Central Bank, and expressed their satisfaction to assume the position of Hamid Khalaf Ahmed Secretary General of the Council of Ministers.”

Moshen Ismail was the spoken replacement to Turki when Turki took the position as “temporary”.  Ismail was the secretary of ministers…he introduced legislation to Parliament, he worked on the government budget…so he knows the providences, the laws, and their needs. All the reforms ran across Ismails desk…He is a perfect fit for the CBI at this stage, IMO.

That said, it is not a surprise to see Ismail’s name as the CBI governor appointee. What this appointment should tell everyone is that the CARETAKER government is in its last hours…And at this point we don’t know if Parliament did or didn’t confirm Ismail (but let’s assume they did).

Tomorrow Maliki will be in a debriefing as commander and chief … The signs are all positive…HCL, Budget, Article140, New CBI Governor, and within a few days a fully seated GOI… Everyone waited years for these events as the precursor to the RV…It’s HERE!!

       On another note, what would be the harm in keeping the cash in dinar and cashing in as you need it?  If the petro dollar is going out the door, would it be smarter to keep the money in dinar form?  If not, what would be smarter?

Yes. It would be unwise to rush in and exchange it all out.

-Many of us plan to hold IQD.. do our due diligence..watch for pitfalls… listen to the advice of profesionals…compare notes with others…. make smart moves.

-Plan to spend no more than 15% to 20% on houses, cars, etc…. Plan to preserve 80% in perpetuity.. earning interest off of that principle.

 DreamWeaver:  Yes, Blue … a mess that  a Tax Attorney may not be able to straighten out.  For example, I’ve been told that if dinar is classified as, say, a capital asset, it wll remain a capital asset forever–no matter where you transfer it. 

Even though capital assets shouldn’t be taxed as ordinary income, in some cases they are–depending on how you transfer it and into what type of vehicle. 

Don’t know if this is true, as I may have misunderstood; but I plan to do research as it’s red flag that caution must be exercised in the choices we make.

You can goof yourself by thinking you’re being smart and getting ahead of the curve, when your assumptions may not be true.  Best to move slowly.  The adage “haste makes waste” is very appropro.

Just my opinion of course, the the road map and paper are what the constitution calls the ministerial program, and will be voted on with the ministers. 

 Article 76:

 First: The President of the Republic shall charge the nominee of the largest Council of Representatives bloc with the formation of the Council of Ministers within fifteen days from the date of the election of the President of the Republic.

Second: The Prime Minister-designate shall undertake the naming of the members of his Council of Ministers within a period not to exceed thirty days from the date of his designation.

 Third: If the Prime Minister-designate fails to form the Council of Ministers during the period specified in clause “Second,” the President of the Republic shall charge a new nominee for the post of Prime Minister within fifteen days.

 Fourth: The Prime Minister-designate shall present the names of his members of the Council of Ministers and the ministerial program to the Council of Representatives. He is deemed to have gained its confidence upon the approval, by an absolute majority of the Council of Representatives, of the individual Ministers and the ministerial program.

 Fifth: The President of the Republic shall charge another nominee to form the Council of Ministers within fifteen days in case the Council of Ministers did not win the vote of confidence.

Fred:    Prolly gonna talk to a tax lawyer, a tax attorney and a CPA. Unless they change my mind, we will immediately cash in enough to pay out of debt, keep enough to take a couple weeks off to “digest” our options and  pay taxes on whatever we convert at that time.

Ultimate main goal will be to live off the interest from “investments”. Depending on what the “guys” tell us, we will have a basket of currencies kept in a safe, some gold, some hard assets (land, cars, rental property, business’) and the bulk invested in the market or other accounts that pay a return.

Hopefully we will need to activate this plan in a few weeks!

  To clear up the confusion, here is the latest facts:

 Two of the ministers are being contested by a representative from Najaf and wants them replaced. The minister of health and the minister of utilities.

The President of Parliament is giving them two more days to be replaced.

Then on September 2, the official list of ministers will be released to the media and the people.

Then on September 3, the Prime Minister and all his ministers will be sworn in.

The ministers will officially start their jobs September 7.

The budget is supposed to be brought up before Parliament after September 3.

It could be September 4th or 5th or any day after that.

  One of Rays guys saw this on Iraqi TV last night.

  We will keep posted when we hear more.  Have a safe weekend.  Steve

 Now to start putting this in order of importance.

  First of all, so many of you wanted to know what the “Federation Law” was all about. I had a chance to talk to Ray and we did get to the bottom of all of this.

  When the Federation Law was passed by parliament, what it did was remove all previous laws (Iraq Federal Laws) that were recorded or on the books and replaced them with the new current laws that was in accordance with the constitution.

This is huge as the previous laws had old Saddam laws and Maliki laws that was created. Those are gone and the new ones prevail.

Big John:  Tlar,  How does that compare with your intel ?  Not complaining, just seeking clarification. I always enjoy and respect your posts.

Tlar:   Big John, we are talking apples and oranges.  It does not interfere.  He is talking about ministers and my information is now talking of an overall agreement on a platform of the things the government is promising to deal with and its solutions.  

Some Ministers may be in dispute but those will be resolved.  The platform is a series of pre-agreed solutions to big issues (promises in writing) with known outcomes such as the resolution of the HCL and its agreements and article 140 and its resolution. 

That will guarantee the Kurds and the Sunni’s will get what they want and will support this government.

 They can’t get everything done all at once and some things they can’t even start until there is a new COM in place which means a seated government.  

This agreement in writing is the roadmap that they have all promised to follow. 

Everyone will sign it once the negotiations are done. 

Once the agreement is done they will register it with the court. 
It provides that warm fuzzy for everyone including the CBI and removes the element of trust. 

It also guarantees that the vote will be in favor of the government of Abadi. 

If this document is signed sealed and delivered and all parties feel good about it, the CBI will figure the voting in of the government is a slam dunk even if it takes a little more time do to some disqualifications of submitted Ministers.  The CBI needs to get going now.  tlar.

Arthur In the unlikely case the Council of Ministers does not win the vote of confidence, the President of the Republic Foad Masoum will charge another nominee to form the Council of Ministers within fifteen days in case the Council of Ministers, but as far as we know as of now, we have every indication that he will get the vote of confidence from an absolute majority of the COR within the deadline thus completing the formation of the new Iraqi government.
