Baghdad (AIN) –Member, Hassan Ozman, of the Parliamentary Finance Committee announced that the delay in endorsing the 2014 Budget law draft costs Iraq about USD six millions monthly so far.

Ozman reported in a statement received by AIN ”The delay in endorsing the 2014 State Budget harmed the investment projects and the future plans in Iraq where the economy of Iraq will be damaged for several upcoming years.”

”The delay in endorsing the 2014 State Budget will be negatively reflected on the upcoming years where we lost opportunity in investing in 2014 which will hinder the development process in Iraq,” the statement concluded. \END\

Barzani and Responsibility

Massoud Barzani, whether he is a legal or caretaker president of the Kurdistan region, now has a major responsibility than any time in history for two main reasons. They are as follows:

First: delays in salary. People rely on their salary. It is related to the running of everyday life affairs.

Second: delay of the formation of the eighth cabinet of the Kurdistan Regional Government (KRG).

We have to take this issue seriously into consideration and ask ourselves what is more important: the well-being of the citizens of Kurdistan region or a Party‌’s interests? The political parties have to put an end to the dramas of the formation of the new cabinet.

Those parties never give a chance to others to defend the right of people, yet claim to protect their general interest in their political and un-political discourse. They must put an end to their illogical justification. Those parties see themselves as the sufferer of the past, present, and future.

Now we have to ask Mr. Barzani: when will these problems be solved? The general public must know why there is a delay in salary, lack of cash in the banks and five months have passed but the eighth cabinet is not formed yet. If you do not investigate these problems, who else will?

Mr. Barzani, you have to know that 160 days is more than enough to form a cabinet. The KRG could not bear one month‌’s lack of cash in the banks and the fact that the Central Governmentwww.Ekurd.net cut the Kurdish share of the budget.

Ironically, the KRG considers itself as a prominent country on the world energy map. The KRG should consider the future generations‌ welfare and should have enough savings and reserve to assure the future generation.

What are the reasons? Is it Nuri Al- Maliki, Iraqi Prime Minister? Is it the KRG‌’s lack of planning? Whatever the reasons, the KRG should be held accountable. We have to confess to our failures and shortcomings.

Why is the Central Government not sending the employees‌’ salaries? Is it our fault? We have to be responsible and solve the administrative issues of the KRG‌’s institutions.

We have to realize that we have a political relation with Baghdad and that we administrate our people, not Baghdad. Barzani you now face a historical task.

Turkey desires to settle all disputes between Federal Government, KRG

Nineveh, Mosul (AIN) –The Turkish Ambassador, Faruq Qaimagji, revealed the desire of his country to settle the disputes between the Federal Government and Kurdistan Regional Government regarding the export of oil.

Qaimagji reported in a press statement held at the building of Nineveh Governorate with the Governor, Atheel al-Nijaifi, attended by the correspondent of AIN ”The Turkish Government express its hope to export the oil from KR and other Iraqi provinces after settling all pending problems.”

Evacuation of staff in banks, including the central Shorja in anticipation of attacks after the explosion of the Arab market

Three Baghdad major banks were evacuated following a nearby explosion….the banks were the CBI, Rasheed Bank, and Rafidain Bank….the evacuations were a precautionary measure in anticipation of other explosions…..the security forces convinced the banks to end their business day early so as to deter any further attacks.

Kurdistan independence: Sooner rather than later? – Analysis

A rather interesting and relatively easy read about where the Kurds stand today and what is seen on the horizon for them to do if they indeed intend to accomplish independence in 5 years or so.

They do have many components in place at this point in time that leads them to believe they could break away from Iraq completely…..but are they truly ready…..

they seem to lack some of the poise that a new nation should have in negotiations with others…..given their difficult efforts with the Baghdad government….they do have a 5 year plan now in place and I must applaud them for that…..time will tell how closely they can follow that plan to bring their overall goal to fruition.

Oil: Oil our contracts with international companies are correct and do not need to be approved by Parliament

The oil contracts battle continues to heat up…..who has to approve those contracts with international companies for them to be valid and correct…..

that is the question of the day……some say the contracts are valid as they stand because they are service contracts and as such do not require approval by the House of Representatives.

The overall goal of these companies and their contracts is to develop and grow Iraq’s oil fields and in turn develop Iraqi oil reserves…..sounds like a win-win situation to me….but some are bringing out the draft oil and gas law and saying….

no you must follow this…..”what”…..something that hasn’t been approved yet……no no no….I don’t think so. An especially sticky point is the contracts that the Kurds have signed…..now that is a horse of a different color…..

there are questions from Baghdad as to the validity of these contractors and their contracts for some reason…..because they didn’t go through Baghdad…..

but since when does anything the Kurds do ever go through Baghdad first…..their motto has to be “it is far easier to beg forgiveness….than it is to get permission”.

Parliamentary economy: the difficulty of passing a bill to exempt foreign companies from taxes

You know you try to please everyone and you end up making many people mad it seems…..The current Iraqi budget exempts taxation on foreign companies in an effort to lure them into Iraq to help with rebuilding and growth….

but the Commission on Economy sees things a bit differently….they realize here is money being wasted that could help to support our budget….

I’m not sure of the proper stance here….but sometimes you have to give something up to get something more….sometimes the vision of a committee is not quite as far reaching as the entire body of the governing entity…..

none the less it will be interesting to see if the committee’s concerns reach sympathetic ears within the Parliament.

Well I don’t see anywhere in this article where the Kurds are happy…..they seem agreeable to speed things up to get the budget passed…..

Oil pirates…..I can remember similar scenarios in the oil fields of Wyoming…..when theft of oil was rampant by the “Wild Bunch”….not the crazies from the movie but a group that grabbed that name….the nature of the desolation of the oil pipelines cause issues for those who try to keep these thefts to a minimum…..

a little stolen here or there doesn’t add up…but when there is wholesale selling then it starts to be missed….they need to implement a bill of lading system for their trucking industry if they don’t have it and closely monitor truck traffic from one region to another….for starters.
